it is a good start to take cycle water, but do not stop there.
some substarte, rocks filter media. You can never use too much bacteria, only too little.

if you do not have an established tank, ask a friend, or club member
one of the great things about a club

Cycled and properly maintained tank, yes absolutely.

If the tank has nitrate buildup, then no you dont want to transfer that water, it will only fued algae blooms.

When I started tanks I would ask other club members to bring me a jar of sand from their tank or refiugium. Then you just pour it on top of your sand-bed and you're good to go in no time. Putting LR rubble in the water path of your sump also does miracles.

water will help, but if the water is low in nitrates
if the tank is a weel establish tank, with low nitrates it's great.
if not no good
