There are plenty of venomous fish I am aware of that do not need a licence.
In salt water there are atleast a couple I can think of off the top of my head.
There is a lionfish, coral cats, fox face, blue ring octopus,jelly fish, anemones, even a black long spine sea urchin all venomous, even the stonefish the most venomous fish in the world, and no licence is required.
This still means extreme caution should be used when caring for these. They are still very dangerous.
There are actually more venomous fish in the world then snakes.
I am sure they may be some fish that do need a permit, but I can't think of any.
Yet there are licences needed for non venomous fish such as a piranna. go figure
