Would dead rock become live rock sitting in live sand over time 😎👍👍🐬😱

Absolutely.

Fully colonized from other Live Rock and Live Sand in about 3-6 months.

it takes time but yes
with that in mind you still need enough live rock to start off
I say atleast 1 lb per gal

1lb per gallon of live rock even with live Sand ,why .

you need the biological filtration
i do not think you r going to be using a sump on a 15 gal
