Default propergating coraline algae

So I got about 30 pounds of beutiful rock but it is long time dead and bleached. I'am aware that I have to seed the rock with some live rock and or scrapings. However I'am not aware of the proper water parrameters neccassary for such action. Also what type of lighting. is the lighting different than what I would use to grow my corals ?
Also I have added a peice of live rock and my tank is cycling the amonia is 0ppm.but my nitrate is 40ppm and nitrite is1.0.this is day four.I also have live sand should I battle the nitates and nitrites or should I let it take its course? should I wait till cyclin is over before seeding?
Please advise!
