Default Help! Dogface puffer with tail/fin rot

I have a dogface puffer with almost severe tail rot.His fins are frayed and his fin has a milky film apperence on the top.Now before you say Im a bad fish keeper.The water is very clean despite not doing a water change in a while.I think it was caused by my tesselata,since I wasnt able to get to the pet store to buy food for him.He has a tendancy to chase after my puffer,causing wounds to his tail.Not to say Im getting rid if my eel,but I just need to have a good stockpile of silversides for him so that he stays full and dont bother any fish.Over the summer,my tank had trouble with nitrates because of the heat and me not having a chiller.But now it has cooled and is now in the low 80's(hopefully i can get a chiller soon and keep it in the high 70's and low 80's).But I am still on a budget,but eventually I will make my system more advanced and better.

I plan on getting some API EM saltwater fish antibotics tommorow if I can find it.

very clean looking water, doesnt mean good quality water
you can not look at water and tell if it is good or bad
Puffers are sloppy eaters and need good size water changes every 3-4 weeks
doesnt matter how good your filter is.
that said the tesselata can cause problems if he is bitting the puffer
maybe you should consider seperating them.
the bigger the ell get the more he will pick on him.
What size tank?
